Kali is the first of the ten Mahavidyas — the ten forms of the supreme Goddess that constitute the complete map of cosmic feminine power. The Devi Bhagavata Purana and the Mahakala Tantra both place Kali at the apex of the Mahavidya hierarchy not because she is "greater" than the other nine forms, but because she is the most direct: she is Shakti without adornment, without the softening of beauty or prosperity or learning.
